Estonia, Latvia and Lithuania - three countries on the shores of the Baltic Sea. Always alongside one another, always supporting one another, with a common history and a common No. 1 sport - basketball. In January 2005, a long-nurtured hope will finally come true - Baltic basketball teams will finally compete with one another on the basketball court, not through verbal battles over which team is the best.
The SEB Baltic Basketball League has already brought together the countries which provided the first and, for the time being, last European team champions - Latvia and Lithuania. The trusted friends and key competitors that are the Estonian teams have not been forgotten either. The foundation for the Baltic Basketball League is the history and traditions of basketball and basketball teams in the three countries.
In the spring of 1958, the ???¢?¢??¬?…?ASK???¢?¢??¬? team from R????‚?«ga beat ???¢?¢??¬?…?Akademic???¢?¢??¬? from Bulgaria to become the first European team champion. ???¢?¢??¬?…?ASK???¢?¢??¬? won again in the next two years. Next the team did very well in the Soviet championships. Baltic basketball teams always presented a high standard of quality.
???¢?¢??¬?…?????‚?½algiris???¢?¢??¬? from Kaunas, Lithuania, won the Soviet championships five times and was on the podium a massive 18 times.
Medals, including gold medals, were brought back to R????‚?«ga on several occasions by ???¢?¢??¬?…?ASK???¢?¢??¬? and ???¢?¢??¬?…?VEF???¢?¢??¬?. The last champions in the collapsing Soviet empire in the spring of 1991 were from the ???¢?¢??¬?…?Kalev???¢?¢??¬? team of Tallinn, Estonia.
After the restoration of Baltic independence, ???¢?¢??¬?…?????‚?½algiris???¢?¢??¬? went on to a European career. In 1999, the team won the Euro-League Championships. Now the three countries are working together to develop this history even further.
On the evening of September 29, agreements were signed simultaneously in all three Baltic capital cities to declare that the chief sponsors for the Baltic Basketball League will be banks from the SEB Group - Unibanka in Latvia, Vilniaus Bankas in Lithuania and Uhispank in Estonia. ???¢?¢??¬?…?We are undertaking long-term responsibility for this project,???¢?¢??¬? said the director for Eastern Europe of the SEB Group, Mats Kjaer.
The first season of the SEB BBL will begin in January 2005 with 24 teams in two groups. The best teams in the three countries will fight for the first title as Baltic championships. Teams will come from some of the finest cities in the region:
Kaunas and its honorary citizens Arvidas Sabonis and Vladas Garastas - thanks to ???¢?¢??¬?…?????‚?½algiris???¢?¢??¬?, basketball is akin to a religion here.
Vilnius, famous not only for its old city, but also for its new basketball team - ???¢?¢??¬?…?Lietuvos rytas???¢?¢??¬?. It will play its games in the most modern basketball arena in the Baltic States - the Siemens Arena.
R????‚?«ga, the largest city in the Baltic States, the geographic centre of the Baltic region, a city of ancient and powerful roots in the field of basketball. The city hopes that its former fame has not disappeared forever.
Ventspils, the nicest and most rapidly developing city in Latvia, a leader in many fields for a number of years now. That is the case in the field of basketball, too - Ventspils has a team which has no real opponents at home and which causes trembling among the basketball clubs of Europe.
Tallinn, the capital city of Estonia, where that country???¢?¢??¬?¢??¢s public life is concentrated. Along with traditionally popular winter sports, Estonians also love to play and watch their basketball.
Tartu, the second city of Estonia, is presenting a young and adventurous team, one that has done very well in Estonia???¢?¢??¬?¢??¢s national championships.
The 10 most powerful teams will meet in the upper division, and after two rounds, a ???¢?¢??¬?…?Final Four???¢?¢??¬? tournament will determine the first champion. That will take place in mid-April.

Articles of Regulations related to the organization of the games, refer to the games where clubs representing different countries meet.
Organization of games where teams from the same countries play with each other is set in the Regulations of National championships of each country.
SEB BBL participators- players listed in the official rosters of the team, which have been licensed by the organization of the respective country, coaches, assistant coaches, other team staff, administration of team and club, referees, commissioners and table officials licensed in Estonian Basketball Association, Latvian Basketball Federation, Lithuanian Basketball League, and SEB BBL administration and staff.
SEB BBL official language ???¢?¢??¬?¢?? the official language that should be used in all official documents, is English. In some cases (for example, commissioners???¢?¢??¬?¢??¢ reports) Russian may also be used.
1. GOALS
========
1.1. Qualify the Champion of Baltic Basketball League (further ???¢?¢??¬?¢?? SEB BBL) and placement of other participating teams.
1.2. Offer and provide sportsmen and audience high quality competition.
1.3. Develop the image of SEB BBL and its participants.
1.4. Popularize and expand basketball in the Baltic states.
2. MANAGEMENT
=============
2.1. SEB BBL is organized by three organizations???¢?¢??¬?¢??¢ partnership agreement between Lithuanian Basketball League (further ???¢?¢??¬?¢?? LKL), Latvian Basketball Federation (further ???¢?¢??¬?¢?? LBF) and Estonian Basketball Association (further ???¢?¢??¬?¢?? EBF).
2.2. Structure:
2.2.1. Main decision-making body is Steering Committee, which consists of President of Lithuanian Basketball League, President of Latvian Basketball Federation and President of Estonian Basketball Association.
2.2.2. Supervisory Board is formed of President of Lithuanian Basketball League, President of Latvian Basketball Federation and President of Estonian Basketball Association and representatives of General Sponsors.
2.2.3. Under the agreement between LKL, LBF, EKF organizational work is being done by the Leading organization. 2004/2005 SEB BBL season???¢?¢??¬?¢??¢s headquarters are in Riga. LBF is responsible for its work.
2.2.4. LKL is responsible for the games that are held in Lithuania, LBF is responsible for the games that are held in Latvia and EKF is responsible for the games held in Estonia.
2.2.5. SEB BBL leading organization???¢?¢??¬?¢??¢s staff works out the draft documentation for the competition (Regulations, game schedule, marketing and public relations plan etc.), which are approved by Steering Committee.
Leading organizations composition and functions:
2.3. SEB BBL Sports???¢?¢??¬?¢??¢ director is responsible for:
2.3.1. in cooperation with SEB BBL head referee ???¢?¢??¬?¢?? work out of SEB BBL Regulations;
2.3.2. control of team applications and rosters;
2.3.3. communication with teams;
2.3.5 coordination and control of work in sportive
sphere;
2.3.6 run of competition according requirements of SEB BBL Regulations;
2.3.7 other duties set in SEB BBL Regulations.
2.4. SEB BBL head referee is responsible for:
2.4.1. game schedule;
2.4.2. appointment of referees and commissioners for SEB BBL games in Latvia and FINAL FOUR games in both divisions, control of appointment of referees and commissioners for the games in Estonia and Lithuania (appointment of referees is made by regional organizations and at least 5 days before the start of next month all appointment for this month is send for approval to the SEB BBL head referee) The approval of the appointments is send in written form to the regional organizations;
2.4.3. control of work quality regional head referees, referees, commissioners and table officials;
2.4.4. run of games according to SEB BBL Regulations, FIBA Official Basketball Rules and FIBA interpretations;
2.4.5. setting of penalty sanctions.
2.5. SEB BBL marketing director:
2.5.1. work out of draft marketing and public relations plan;
2.5.2. implementation of marketing and public relations plan;
2.5.2. implementation of sponsors???¢?¢??¬?¢??¢ agreements conditions.
2.6. Regional head referees is responsible for appointment of referees in the respective country according to SEB BBL Regulations point 2.4.2., help SEB BBL head referee to make his duty and SPECIALLY control of SEB BBL regulations point 10.7.
2.7. SEB BBL head referee is responsible for game schedule and its changes, but changes can only be done with the approval of SEB BBL sports???¢?¢??¬?¢??¢ director.
2.8. SEB BBL Technical commission is responsible of solving and making resolutions on appeals, disciplinary issues, and conflict situations.
2.9. SEB BBL director is responsible of:
2.9.1. budget control;
2.9.2. coordination and control of the administration work on the whole.
3. OFFICIAL TEAMS???¢?¢??¬?¢??¢ APPLICATIONS
===============================
3.1. Teams participate in SEB BBL in conformity with the official teams???¢?¢??¬?¢??¢ applications and rosters, that they have presented to the organizers of nation championships at the beginning of the season, as well as the changes in the roster that have taken place during the season.
3.2. Regional organizations forward to the Leading organization till the season???¢?¢??¬?¢??¢s November 15:
3.2.1. teams???¢?¢??¬?¢??¢ applications and rosters, information on the licensed players (by unified standard). Further on Regional organization of the respective organization has to inform Leading organization on the changes of teams???¢?¢??¬?¢??¢ rosters within 2 (two) hours official changes have taken place;
3.2.1.1. A player can participate in a game that takes place outside the country the team represents, only if the license is issued 48 hours before the game starts.
3.2.1.2. A player can participate in a game that takes place in the country the team represents, only if the license is issued the previous working-day till 15:00 hours.
3.2.2. Photos of the teams and each player and member of the team in an electronic format, as well as the logotypes of the teams.
3.3. Deadline for the changes in the roster is February 28, 17:00 hours in the respective season.
3.4. Teams may have ???¢?¢??¬?‹????¢?¢??¬?¢??¢farm team???¢?¢??¬?¢??¢???¢?¢??¬?¢??¢, but they may not be in SEB BBL Division 1 or Division 2.
Each regional organization is responsible for the legality of players???¢?¢??¬?¢??¢ transfers from ???¢?¢??¬?‹????¢?¢??¬?¢??¢mother???¢?¢??¬?¢??¢???¢?¢??¬?¢??¢ team to farm team and vice versa. The regional organization should inform the leading information about the transfer of player from farm team to ???¢?¢??¬?‹????¢?¢??¬?¢??¢mother???¢?¢??¬?¢??¢???¢?¢??¬?¢??¢ team at least 48 hours before the respective game.
3.5. At least 8 players have to be registered and present for each game. Incapability to provide the needed minimum of players be present for the game may not be a reason for schedule changes.
3.6. Maximum of players that may be registered and participate in a game, is 12 (twelve).
3.7. The manager of the team has to hand in the roster of players with head coach???¢?¢??¬?¢??¢s signature and the players???¢?¢??¬?¢??¢ licenses to the game commissioner 40 minutes prior to the game. The commissioner has to check the roster and the licenses.
4. COMPETITION
==============
4.1. Games are played according SEB BBL Regulations and FIBA Official Basketball Rules, as well as FIBA Official Rules???¢?¢??¬?¢??¢ Changes, Interpretations and Additions and FIBA Regulations 2004/2005.
4.2. Each situation that is not stated in SEB BBL Regulations, should be followed by FIBA Official Basketball Rules.
4.3. On each occurrence, that is related to SEB BBL and is not mentioned in SEB BBL Regulations or FIBA Official Basketball Rules, the decision has to be made by the SEB BBL head referee.
4.4. On each occurrence, that is related to a certain game and is not mentioned in SEB BBL Regulations or FIBA Official Basketball Rules, the decision has to be made by the commissioner of the game.
4.5. On each occurrence, that is related to a certain moment of the game and is not mentioned in SEB BBL Regulations or FIBA Official Basketball Rules, the decision has to be made by the head referee of the game.
4.6. The commissioner of the game is the official representative of SEB BBL in the game.
4.7. Teams???¢?¢??¬?¢??¢ home games have to take place in their home game basketball arena that it has inscribed in the official application. In case of valid reasons, the main home game arena may be changed to reserve basketball arena, if this is agreed with the organizers within 20 days before the game takes place. Change of the game arena is not allowed for TV broadcast games.
4.7.1. In case of extreme situations that exceed the set terms, the team has to inform the organizers immediately and the decision will be made by the organizers.
4.8. All games in the week days should start at 18:00 - 19:00 hours, on Saturdays, Sundays and official holidays at 15:00 ???¢?¢??¬?¢?? 19:00 hours. The beginning time of the games broadcasted on TV will be defined according to the agreements between the organizers and Television companies.
4.9. SEB BBL COMPETITION:
4.9.1. SEB BBL Division 1 is composed of:
4.9.1.1. 5 (five) Lithuanian Basketball League (further - LKL) teams, that lead the ranking of the teams after 2 (two) round national championship in season 2004/2005;
4.9.1.2. 3 (three) Latvian Basketball League (further ???¢?¢??¬?¢?? LBL) teams, that lead the ranking of the teams after 2 (two) round national championship in season 2004/2005;
4.9.1.3. 2 (two) Estonian Basketball League (further ???¢?¢??¬?¢?? KML) teams, that lead the ranking of the teams after 2 (two) round national championship in season 2004/2005.
4.9.2. SEB BBL Division 2 is composed of:
4.9.2.1. 4 (four) LKL teams, that rank places 6 ???¢?¢??¬?¢?? 9 after 2 (two) round national championship in season 2004/2005;
4.9.2.2. 5 (five) LBL teams, that rank places 4 ???¢?¢??¬?¢?? 8 after 2 (two) round national championship in season 2004/2005;
4.9.2.3. 5 (five) KML teams, that rank places 3 - 7 after 2 (two) round national championship in season 2004/2005.
4.10. SEB BBL regular season takes place from January to March/April as Division 1 and Division 2 competitions:
4.10.1. Division 1:
4.10.1.1. Two (2) round tournament is played (home and away games).
4.10.2. Division 2:
4.10.2.1. Division 2 teams are divided into 2 groups after the results of the regular season till December 31, 2004 in the national championships:
4.10.2.1.1. Group A: Lithuania 6, Lithuania 8, Latvia 4, Latvia 6, Latvia 8, Estonia 4, Estonia 6;
4.10.2.1.2. Group B: Lithuania 7, Lithuania 9, Latvia 5, Latvia 7, Estonia 3, Estonia 5, Estonia 7.
4.10.2.1.3. In each group a 2 (two) round tournament is played (home and away games).
4.10.2.2. According to results of regular championship in Division 2, ????‚?¼ finals are played in two games: A1-B4, A2-B3, B1-A4, B2-A3).
4.11. The classification of the teams takes places according to FIBA Rules.
4.12. After the 2 (two) round tournament in Division 1 teams ranking places 1-4 and the teams that have won the ????‚?¼ finals in two games in Division 2, qualify for Final Four of the respective Division.
4.13. The rights for organization of SEB BBL Final Four both in Division 1 and 2, advertising positions and TV rights are owned by SEB BBL. SEB BBL has the rights to pass down the organization of event to the third persons, taking into consideration economically most favorable tender.
4.13.3. Final Four both Division 1 and Division 2 is a two day tournament:
4.13.3.1. Day 1 ???¢?¢??¬?¢?? semi-finals:
4.13.3.1.1. Team ranking 1 plays with team ranking 4;
4.13.3.1.2. Team ranking 2 plays with team ranking 3;
4.13.3.2. Day 2 - finals:
4.13.3.2.1. Game for 3rd place ???¢?¢??¬?¢?? semi-final games???¢?¢??¬?¢??¢ losers play with each other;
4.13.3.2.2. Game for 1st place ???¢?¢??¬?¢?? semi-final games???¢?¢??¬?¢??¢ winners play with each other.
4.14. Foreign players???¢?¢??¬?¢??¢ quota for SEB BBL competition is as follows:
- no more than 3 foreign players may be registered for one game (no more than 2 of them may be from outside FIBA-Europe zone countries);
- citizens and residents from SEB BBL participating countries (Estonia, Latvia, and Lithuania) are not considered as foreign players in all teams of the mentioned countries.
4.15. Organizers of the national championships have the right to decide, whether the games???¢?¢??¬?¢??¢ results of SEB BBL regular season between the teams from their representing country are entered in the final classification of the national championships.
4.16. Organizers of the national championships have the right to decide on the principles of team rotations between last placed teams of their country on SEB BBL Division 2 and lower basketball leagues of their country.
4.17. GAME SCHEDULE:
4.17.1. Game schedule (without certain team names) is given to the teams no later than November 30, 2004.
4.17.2. Teams have rights in case of valid reason to ask for game schedule changes, but no later than 20 (twenty) days before the beginning of the certain game.
4.17.2.1. Changing the games, that are planned to be broadcasted on TV, may be asked no later than 40 (forty) days before the beginning of the certain game.
4.17.2.2. Some allowances can be made for teams taking part in FIBA and ULEB competitions.
4.17.3. The necessary game schedule changes of the teams should be agreed with the opponent team of the certain game.
4.17.4. Teams have rights to ask changes of the game schedule only within a certain competition round.
4.17.5. Issue of the game schedule changes, taking into consideration the written application of the team with the valid reasons of schedule change necessity (all documentation, if present, proving the valid reasons, should be added) and the new date, time and arena information of the game, as well as an application form the opponents accepting the offered changes, is examined by SEB BBL head referee. In order the resolution of SEB BBL head referee is enforced, it should be approved by SEB BBL sports director.
4.17.6. The schedule of Final Four is made according to TV agreement conditions.
5. GENERAL REQUIREMENTS
=======================
5.1. Head coach, coach, managers and other members of the teams, who are in the bench area during the game, have to be dressed in suits or only doctors and masseurs may be dressed in a unified style team clothes.
5.2. SEB BBL has to be played with MOLTEN basketball balls.
5.2.1. At least 5 (five) Molten or Baden balls ???¢?¢??¬?¢?? 2 (two) balls for warming-up for each team and 1 (one) game ball, which may not be used for warm-up.
5.3. Team is responsible for paying the author???¢?¢??¬?¢??¢s fees for public music playback during its home games.
5.4. Teams are responsible for coach???¢?¢??¬?¢??¢s and at least one of the player???¢?¢??¬?¢??¢s participation in the press conference after the game.
6. TEAM MENTIONED IN THE PROTOCOLE OF THE GAME FIRST (USUALLY HOME TEAM) HAS TO PROVIDE THE FOLLOWING:

6.1. Basketball arena according to FIBA rules (SEB BBL Division 1 teams have to provide an arena with at least 1000 spectators???¢?¢??¬?¢??¢ capacity) which is approved by a regional organization of the respective country. FINE according SEB BBL regulations point 11.4.
6.2. Non-stop operation of all necessary games devices and equipment during the whole game. FINE: TV game ???¢?¢??¬?¢?? 300 EUR, not TV game ???¢?¢??¬?¢?? 100 EUR.
6.3. Table officials and statistics according to the FIBA rules and according SEB BBL regulations point 10.1.
6.3. Practices:
6.3.1. Evening practice for guest team (duration ???¢?¢??¬?¢?? 1 hour) the evening prior to the game (start time from 16:00 ???¢?¢??¬?¢?? 21:00), if this is agreed between both teams. If the home team is not able to provide the practice in the game arena, it could take place in other basketball hall.
6.3.2. Morning practice for guest team (duration - 1 hour) in the game day in the game arena start time from 9:00 to 13:00 hours, if this is asked at least 72 hours before the beginning of the respective game with an official letter by the administration of the guest team. The expenses of the arena rental have to be covered by home team.
6.3.3. During SEB BBL Division 1 Final Four practices for participating teams will be granted by the organizer of Final Four for Division 1.
6.3.4. During SEB BBL Division 2 Final Four practices for participating teams will be granted by the organizer of Final Four for Division 2.
6.4. Locker-rooms with seats and hangers:
6.4.1. Separately for guest and home teams (having a massage table in the room).
6.4.2. One locker-room for referees and commissioner.
6.5. Unauthorized person may enter referees???¢?¢??¬?¢??¢ and commissioner???¢?¢??¬?¢??¢s locker-room before the game, during half-time and approximately 40 minutes after the game only with the permission of the referees and commissioner.
6.6. Advertising of team???¢?¢??¬?¢??¢s home games in mass media and with advertising posters. Unified standard posters provided by SEB BBL should be used; where up to 4 SEB BBL Sponsors???¢?¢??¬?¢??¢ logotypes could be exposed. If the team takes part in FIBA or ULEB competition, logo of the respective competition can also be placed on the posters.
6.7. Making the game???¢?¢??¬?¢??¢s program with logotypes of teams, teams???¢?¢??¬?¢??¢ titles, rosters (names, last names, position on court, date of birth, height), referees and commissioner???¢?¢??¬?¢??¢s name, last name and category. Up to 4 SEB BBL Sponsors???¢?¢??¬?¢??¢ logotypes printed on the program (recommendation).
6.8. Cheerleaders with a program of dances during all games.
6.9. Place for at least 10 representatives of mass media in the 1st row parallel to the court side with a good visibility over the court (or specially equipped seats for mass media representative).
6.10. Organizing and leading the press conference after a game in a suitable press room.
6.11. The possibility for SEB BBL stuff to get the seats in the central sectors (best of seats, which have left after the sale of season???¢?¢??¬?¢??¢s tickets) of the arena if it was requested at least 24 hours before the game.
6.12. The possibility for SEB BBL gests (up to 10 persons ) watch the games and be seated free of charge in the central sectors of the arena, if it was requested at least 3 days before the game from SEB BBL headquarters by official letter of fax.
6.13. The possibility for SEB BBL stuff, referees, and commissionaires and other SEB BBL coaches or players to enter the games for free (license issued by Latvia, Lithuania of Estonia organization has to be shown)
6.14. For the guest team and opportunity to buy up to 50 tickets for the guests team, if it was requested at least 4 days before the game by official letter or fax from guest team headquarters.
6.15. Security has to be provided at least an hour before and 40 minutes after the game for all the participants (players, coaches, referees, commissioners and others). The official instances should be involved.
6.16. The security for the guest team shall be provided from the police.
6.17. In case of injury, to call the ambulance or to transport the injured person to the hospital.
6.18. After the game the score-sheet and official stats sheet shall be sent to SEB BBL office by fax + 371 7 292 086, not later then 30 minutes after the game. It shall be done together with the commissioner. After the stats sheet is sent, SEB BBL office shall be contacted (phone + 371 7 296 014) to make sure, that fax went true.
6.19. Host club shall provide the music before the game and during the warm up.
6.20. The informer of the game with the microphone shall be provided by host club also.
6.21. After first request from leading organization the videotape of the certain game shall be sent to SEB BBL office not later then 2 days after the game. FINE 300 EUR
6.21.1. The team has to record each home game in video. The videotape of the game which should be delivered to SEB BBL office in 24 hours in case of a protest. FINE 500 EUR
6.22. The home club shall allow to record the game to other clubs or participants of SEB BBL.
6.23. In case the backboard or the basket is broken, it should be replaced approximately in 60 minutes. Fine 1000 EUR and game lost by forfeit.
7. ADVERTISING AND PUBLIC RELATIONS
====================================
7.1. All TV broadcast rights belong to the partnership organization. It has the rights to sign agreements on SEB BBL games TV broadcasts and public distribution, taking into consideration most favorable tenders.
7.2. Teams have to cooperate with SEB BBL and Television in order to provide sports???¢?¢??¬?¢??¢ arena appropriate for TV broadcasts.
7.3. Teams have to provide TV staff with possibility to carry out all necessary actions for TV broadcasts during the SEB BBL games.
7.4. One TV commercial break has to be given in addition to other minute breaks in each period of the game, starting from the first dead ball situation after the start of the following minutes of the game: 5th minute, 15th minute, 25th minute, 35th minute.
7.4.1. TV commercial break is announced by the commissioner of the game.
7.4.2. TV commercial break lasts for 90 seconds.
7.4.3. The duration of TV commercial break has to be controlled by the commissioner of the game and the timekeeper.
7.4.4. The duration of the break between 2nd and 3rd quarter is 15 minutes.
7.5. Members of the team have to give interviews during the TV broadcast, if they are asked by TV staff (if the game is not running on court).
7.6. During the SEB BBL regular season (during games where teams from different countries meet) teams have to provide following advertising for SEB BBL sponsors (SEB BBL will provide teams with the advertising materials):
7.6.1. centre circle (if not provided, the fine for each game is: during TV broadcast - 5000 EUR, no TV broadcast - 2500 EUR);
7.6.2. 2 (two) stickers on the court floor (if not provided, the fine for each game is: during TV broadcast - 5000 EUR, no TV broadcast - 2500 EUR);
7.6.3. 6 (six) advertising placards in the TV camera visibility area (size of a placard 1x3 meters) (if not provided, the fine for each placard in each game is: during TV broadcast - 2500 EUR, no TV broadcast - 2000 EUR);
7.6.4. 1 (one) sticker on each backboard (total of two) (if not provided, the fine for each sticker in each game is 500 EUR);
7.6.5. 4 (four) SEB BBL sponsors???¢?¢??¬?¢??¢ logotypes included in the advertisement posters of the game. Unified standard posters provided by SEB BBL should be used.
7.7. Sponsors???¢?¢??¬?¢??¢ advertising during games, where teams from the same countries meet, have to be agreed between regional representatives of Sponsors and the respective regional organization of SEB BBL. Regional organizations of SEB BBL are responsible for agreement with respective regional representatives of Sponsors and the fulfillment of the undertaken obligations.
8. SEB BBL TECHNICAL COMMISSION
================================
8.1. SEB BBL Technical commission examine cases, that relate to appeals, conflict situations or disciplinary cases.
8.2. SEB BBL Technical commission consists of:
Chairman of the commission;
Executive director of Lithuanian Basketball League;
Executive director of Latvian Basketball League;
Executive director of Estonian Basketball League;
SEB BBL head referee
8.3. Resolutions of SEB BBL Technical commission may be adopted with simple majority of votes. In the event of a tie in the votes, Chairman of the commission has the deciding vote.
8.4. In case any of the members of SEB BBL Technical commission cannot attend the meeting, he/she can send the decision/vote in a written form (by fax or e-mail).
9. FINANCIAL PROVISIONS
=========================
9.1. Each SEB BBL team has to cover the following expenses:
- rent of basketball arena;
- services of home games???¢?¢??¬?¢??¢ table officials;
- partly transportation expenses (direct fuel expenses are covered by SEB BBL if traveling outside the country the team represents);
- accommodation and catering expenses;
- other expenses.
9.2. SEB BBL covers the following expenses:
- services of referees and commissioners;
- direct fuel expenses of referees and commissioners (calculating 0,055 LVL per 1 kilometer);
- direct fuel expenses of the teams while going on away games, if traveling outside the country the team represents (calculating 0,20 LVL per 1 kilometer);
- During the season accommodation compensation is given for no more than 92 most distant trips; if the way to an international game takes more than 400 kilometers (distance counted from a border of home town to the border of town, where the game takes place), compensation for accommodation is given for guest team. The amount will be announced depending on the SEB BBL budget resources.
9.3. SEB BBL covers partly transportation expenses only for transport by road.
9.4. Payments mentioned in point 9.2 are made once a month, after the games have taken place. The leading organization transfers money to the regional organizations, where it is distributed further to the teams, referees and commissioners.
9.5. Each team is responsible for the payment of fines assessed to the team or its member in time of 5 working days. For each day overdue, penal interest rate is 1%. If the fine is not paid in 30 days time, Steering Committee may decide on team???¢?¢??¬?¢??¢s elimination from the competition.
10. REFEREES AND COMMISSIONERS
================================
10.1. Competition should be officiated only by Latvian, Lithuanian and Estonian licensed referees, commissioners and table officials.
10.1.1. Games of regular championship are officiated by local referees and commissioners: games in Latvia are officiated by referees and commissioners licensed in Latvia; games in Lithuania are officiated by referees and commissioners licensed in Lithuania; games in Estonia are officiated by referees and commissioners licensed in Estonia.
10.1.2. SEB BBL Final Four is officiated by referees and commissioners from Latvia, Lithuania and Estonia. SEB BBL may decide on the invitation of referees and commissioners from other countries in addition.
10.2. SEB BBL head referee shall approve appointment of referees and commissioners for SEB BBL games (the draft appointment is done by regional referees), and SEB BBL head referee appoints referees and commissioners for SEB BBL Final Four games.
10.3. For any game two referees and one commissioner must be appointed. For Final Four games SEB BBL administration may decide for three referees???¢?¢??¬?¢??¢ appointment.
10.4. SEB BBL head referee and regional head referees are entitled to be game referees or commissioners if they are licensed in Latvia, Lithuania or Estonia.
10.5. Referees, commissioners and table officials must keep SEB BBL regulations, FIBA official basketball rules as well as decisions of SEB BBL head referee.
10.6. Referees, commissioners and table officials nominated for the game, during the day before as well as after the game, are being forbidden to use alcoholic drinks at sports hall.
10.7. In case of suspicion of tendentious action (NO FAIR PLAY OFICIATING) of any referee, commissioner or table official for the benefit of any team, the guilty party shall be suspended immediately from its duty until sanction of SEB BBL Technical commission.
10.8. SEB BBL monthly reimburses officiating fees and travel expenses of referees and commissioners.
10.9. Referees and commissioners for the reimbursement of travel expenses must submit appropriate payment document.
10.10. In case of use of intercity public transport, referees and commissioners must submit the ticket to their regional organization.
10.11. By mutual agreement of referees, commissioner and SEB BBL head referee (if necessary), the most economically advantageous route should be chosen, so as all for the game appointed and SEB BBL head referee (if necessary) could get duly to the game and backwards.
10.12. Officiating fee to the table officials pay the respective home club before the game or as it is set in the national championship of the respective country.
10.13. In case of lack of public policy at the sports hall during the game (throwing of objects on the playing court or any specific player, flash of laser beam to any of players, spectators presence on the playing court etc.) referees and commissioner are entitled to stop the game until restoration of public policy. If the public policy is not restored in 15 minutes, the team mentioned first on the official score-sheet (usually home team) shall be imposed a fine and the game CAN be lost by forfeit.
10.14. The commissioner shall be primarily responsible for the smooth running of the game.
The duties of commissioner are:
- responsibility for smooth running of the scorers table;
- to be well informed about all the events on the court during the game;
- if requested by the referee, he should assist in making a final decision;
- evaluate the action of referees (specially SEB BBL regulations point 10.7.) solely at the given game by filling a commissioner???¢?¢??¬?¢??¢s report (special blanc) irrespective of private relations, categories, positions;
- in cooperation with home team representatives ensure the transmission of results and statistics to the office of SEB BBL by fax + 371 7 292 086 in order the statistics could be viewed in the SEB BBL website after the game as soon as possible;
- ensure the transmission of the commissioner???¢?¢??¬?¢??¢s report to the SEB BBL head referee by fax + 371 3182455 and regional head referee within 20 hours after the end of the game. The original of the commissioner???¢?¢??¬?¢??¢s report as well as the originals of game score-sheet and original statistic sheet should be send to the SEB BBL leading organization by post within 24 hours after the end of the game;
- in case of protest by one of the teams, report the incident to regional head referee within 1 hour after the commitment of protest in accordance with SEB BBL regulations and send the situation report by fax. The regional head referee will make a call + 371 9234085 to inform SEB BBL head referee and send him the situation report by fax within 2 hours after the commitment of protest.
10.15. The commissioner must verify if teams fulfill its obligations as provided by SEB BBL regulations (incl. presence/absence, placement of advertising stands). The commissioner has the duty to check the realization of there obligations in good time before the game (at least 40 minutes) and in case any shortcomings are present, to warn home team, in order team could have time to prevent the shortcomings.
10.16. If commissioner fails to officiate in accordance to the SEB BBL regulations, League head referee shall suspend the commissioner from its duty for 30 days.
10.17. Referees and commissioners officiating SEB BBL games may only have advertising on the uniforms, which is initiated by SEB BBL.
11. FINES
==========
11.1. Resolutions on imposing fines are made by regional organizations and send for approval to SEB BBL head referee. The fine is imposed only after the accept of SEB BBL head referee and sent to the team by the leading organization.
11.1.1. Some fines may be written in SEB BBL Regulations in other paragraphs.
11.2. The team is responsible for payment of each fine according point 9.4.
11.3. The fines should be paid to the SEB BBL bank account.
11.4. Not arriving to the game or arriving with less than 5 players: TV game ???¢?¢??¬?¢?? 5000 EUR, not TV game ???¢?¢??¬?¢?? 1500 EUR.
11.5. Arriving to the game (coming on the game court) with delay up to 15 minutes from the scheduled game start time: TV game ???¢?¢??¬?¢?? 2500 EUR, not TV game ???¢?¢??¬?¢?? 500 EUR.
11.6. Arriving to the game (coming on the game court) with delay more than 15 minutes from the scheduled game start time:
If the game takes place: TV game ???¢?¢??¬?¢?? 3500 EUR, not TV game ???¢?¢??¬?¢?? 1000 EUR.
If the game doesn???¢?¢??¬?¢??¢t take place: TV game ???¢?¢??¬?¢?? 5000 EUR, not TV game ???¢?¢??¬?¢?? 1500 EUR.
11.7. If it is announced that the opponent team or the game officials are in the way (for justified reasons), and their approximate time of arrival is know, the commissioner of the game or SEB BBL head referee have the authority to make decision to postpone the game start time later, but not more than 30 minutes after the scheduled game start time. This is beside the point for TV broadcasts.
11.8. The team interposes the game with any reasons, dropping out: TV game ???¢?¢??¬?¢?? 5000 EUR, not TV game ???¢?¢??¬?¢?? 1500 EUR.
11.9. For second and each next technical foul to the participators of one team (players, coaches or team) in one game ???¢?¢??¬?¢?? 30 EUR.
11.10. Disqualifying foul to any game participant ???¢?¢??¬?¢?? 50 EUR.
11.11. For roughhousing or engaging in fighting, for which the sports arena should be left, for each game participant or each other LBL participant ???¢?¢??¬?¢?? fine 150 EUR.
11.12. For roughhousing or engaging in fighting promptly after the game (approximately 40 minutes) fine for each LBL participant ???¢?¢??¬?¢?? 750 EUR.
11.13. For each SEB BBL participant addressing to any other SEB BBL participant with rude words, threats or aggressive action, apart from whether the offender has been punished during the game according to FIBA Official Basketball Rules:
- incident during the game ???¢?¢??¬?¢?? 75 EUR;
- Promptly after the game (approximately 40 minutes after the recall of the game) ???¢?¢??¬?¢?? 150 EUR.
11.14. For assault and battery of game officials, commissioner or table officials (intentional stroke, push etc.):
- incident during the game ???¢?¢??¬?¢?? offender???¢?¢??¬?¢??¢s disqualifications and 750 EUR;
- Promptly after the game (approximately 40 minutes after the recall of the game) ???¢?¢??¬?¢?? offender???¢?¢??¬?¢??¢s disqualifications and 1500 EUR.
12. PROTESTS
=============
12.1. The procedure of protests takes place according to FIBA Rules.
12.2. The deposit for making a protest is 400 EUR, which has to be transferred to the bank account of the leading organization.
13. RELATIONS WITH MASS MEDIA
==============================
13.1. Each arisen problem has to be solved between SEB BBL teams and SEB BBL administration according to SEB BBL Regulations and FIBA Official Basketball Rules, without the interference of mass media.
13.2. Any of SEB BBL participators have no rights to express mass media negative personal opinions on the performance and actions of other SEB BBL participator. FINE 300 EUR
13.3. Negative official resolutions of SEB BBL teams, SEB BBL administration or SEB BBL Technical committee on the performance/action of other SEB BBL participator, may only be expressed by an authorized person, telling the official opinion of the organization. FINE 300 EUR
14. PRIZES
===========
14.1. SEB BBL Division 1 and Division 2:
14.1.1. Teams placed 1 ???¢?¢??¬?¢?? 3 each will be presented with trophies and each member of the team, who is included in the application/roster, will be presented by medals of respective ranking.
14.1.2. SEB BBL Division 1 and Division 2 best individual players in the following positions during the regular tournament will be presented:
14.1.2.1. best scorer;
14.1.2.2. best in assists;
14.1.2.3. best in rebounds;
14.1.2.4. MVP (Most valuable player).
14.1.2.5. SEB BBL Final Four Division 1 and Division 2 MVP will be nominated.
14.2. SEB BBL participating teams will be awarded by dividing the Prize fond (minimum prize fond will be 60 000 EUR) as follows (after the payment of all taxes according to legislation of Republic of Latvia):
- SEB BBL Division 1 team placed 1 - 40% of the total prize fond;
- SEB BBL Division 1 team placed 2 - 30% of the total prize fond;
- SEB BBL Division 1 team placed 3 - 20% of the total prize fond;
- SEB BBL Division 1 team placed 4 - 10% of the total prize fond.
14.3. Awards ceremony should take place according to the scenario, which will be distributed to the teams. Team staff has to introduce the scenario to all participating team members.

The Final Four will be played in Vilnius "Siemens" Arena on 15th and 16th of April. On 15th at 18:00 the first game will take place, where regular season's 2nd and 3rd spot holders will meet each other while at 20:30 1st and 4th strongest teams after regular season will battle for the second spot in the final.
On the next day at 15:30 the loosing teams of both semifinals will detect the bronze medalists while the grand final will take place at 18:00 where the first SEB BBL champions will be awarded.
Tickets for Final Four games are available since the 1st of April in the largest Lithuanian box-offices while in Latvia tickets will be sold in "Ticket Service" box-office. Tickets can also be purchased at www.tiketa.lt, www.ticketservice.lv, and www.piletilevi.ee .
Final Four games will be broadcasted both in Lithuania National Television and in Latvia Independent Television as it was in regular season. Latvia Independent Television will broadcast online both Latvian champions Ventspils games. In case Latvian club will not reach the final, Ventspils game for the bronze medals will be broadcasted online and the grand final will be shown recorded at 23:00.

The last quarterfinal took place on 4th of April where Estonian Dalkia/Nybit reached the last Final Four spot joining Lithuanian Nevezis, Panevezys and Latvian Bumerangs/Gulbene/ASK.
BBL Division 2 Final Four games were played in Panevezys on April 8 and April 9, a week before SEB BBL Division 1 Final Four.
On April 8 at 18:00 Nevezis suffered a loss against compatriots Panevezys which obtained two wins against Rakvere PK in the quarterfinals, while later at 20:15 in the second semifinal game Bumerangs/Gulbene/ASK continued its run by attaining 93:90 win against Dalkia/Nybit that surprisingly knocked out BBL Division 2 Group B leaders Alita earlier.
On April 9 at 15:00 the match for the third spot took place where Nevezis finished BBL Division 2 season with 81:75 win over Dalkia/Nybit and at 17:15 the winners of April 8 games Panevezys and Bumerangs/Gulbene/ASK accordingly determined the newly crowned BBL Division 2 champion which turned out to be hosting team Panevezys - 87:74.
